Depends which synapses your interested in improving. You use different parts of your brain for different activities. If you are trying to improve your verbal abilities, reading and practicing reciting out loud complicating works will improve you in this area. If it is hand-eye reaction time you should practice something like juggling etc... If your look for a specific increase in a specific neurotransmitter, you should make sure you first have a diagnosable problem.

I love these questions! I wonder why someone would ask it as it is not your run of the mill Sunday evening kind of question. PhD has the right answer so you will have to put a bit of thought into which areas you want to improve - this itself will increase your synaptic firing rate and no doubt your ion exchange too!
