They are in there. You just don't see them because they are out in the ship doing all the work that the white people and other aliens refuse to do. If it weren't for them, the Enterprise would be a flying piece of scrap.

Actually, I think there were in a few episodes. I think they worked in engineering. They just weren't main characters.
I think there was one main character in one of the other series- Voyager maybe? I thought there was a character named Torrez (that sounds Hispanic)

Because in the 23rd century there are no Mexicans. We got rid of them in the 21st century (I hope).
