Some stores might be closed, but the Smithsonian will be open. The only day they close is Christmas day.

I had seen fireworks explode on TV behind the Washington Monument on a program called "A Capital Fourth." The fireworks are professional-grade fireworks that can have 48- and 64- inch shells. If you want to go near the blast zone to get the full effect of the sound and sight of the pyro, good, but you risk getting burned from the pyrotechnic stars that do not fade into nothing after the rockets burst into those stars. The blast circumference from some of the fireworks shells (especially the big ones) can be as big as 300 feet around from the biggest shells. So, best to watch away from the blast zone.....1 mile away at least....or even better, 1 1/2 miles away to avoid the crowds at the mall.

Most stuff is open. Almost all of the museums are open. Some retail stores close early. Restaurants and bars are either completely packed or completely deserted on the 4th depending on where you are so plan accordingly--- if you want to get a bite to eat down by the mall and don't want to do the hot-dog-cart thing, don't wait till the last minute.

The Smithsonian museums are open every day except Christmas. Most stores are open but with limited hours, likely Sunday like hours.
