This website lists several foods with their pH balance (which I just learned stands for potential of Hydrogen...who knew???). The pH balance determines whether something is alkaline - base or acid. Milk is an alkaline therefore it is a base.

If you are going on that a pH of 7 is neutral then it is slightly acidic. The pH of milk tends to be around a 6.6 making it slightly acidic.

a base, heres why, whenever you eat somehtign hot like peppers or hot wings, you mouth burns right? well the lactose in milk extinguishes that chemical reaction and makes you happy! ever wonder why you get ranch or blue cheese with your wings?

I believe it is a base. (But it contains lactic acid, doesn't it?) I'm not a chemist, so I don't know for sure.
