duh? of course it does, i mean if you put a joke in the religion category it'll be totally out of place. i would say the best is Jokes and Riddles. i check this part out 96% of the time

It is best to categorise your questions correctly, although there are loads of dumb people who don't realise what a category is, for instance this is in the jokes and riddles section, so I'm assuming you wanted a silly answer, sorry I used up my silly head, it's being recharged, I've been out of water too long, I really do think I'm a fish! :)

The best place to put your question is in the category of the subject that your question is about.f

It doesn't matter all that much, you only get answerers giving you crap for not putting it in the right section.

it does matter cause it helps people know what catogorie they are good at and help people in there with there questions! i always look at the joke and riddles!
