the reason it is so expensive to process 110 film is because it is much more manually intensive.

35mm film has the little holes on the side that the film processor can grab and drag thru the chemicals. Then the processed film is put in the printer and the holes again drag the film thru the routine. Most of the exposures and color balancing are automatic and is based on the size of the 35mm negative.

110 is a very small negative. the film canister must be broken apart in something called a darkbox with little hand sleeves. Then it is loaded in a special adapter in order for it to run thru the film chemicals. In the machines we used we had to manually run the film thru the printer, advancing it manually between each exposure. And usually, you need to color balance every frame by eye also. I hated it.

Probably because it's older and some shops may not do the processing in-house, i.e. they actually send it out to someone else to handle.

I'm not sure but I would guess it is because it is older and not used as much any more.
