yes. dandruff = dry skin. your scalp is skin therefore if they have dandruff their scalp is dry. it just doesnt stick their hair since they are bald. ♥

Yes they can. Dandruff is about skin and not hair. You probably have heard people saying that if you have dandruff, you might need to go to a dermatologist.
