Is there a flat screen bracket that will let you tilt the screen and move it up and down a few inches?

I'm not aware of a bracket that can do both, but that doesn't mean it doesn't exist. A couple of mount manufacturers you can check with are omnimount.com and premiermounts.com

Im sure there are i would check with best buy or go directly to the tv manufacturer

If you say few inches? there is non.be creative modify or costumize your own bracket that soots your needs.good luck.
