Interesting question, I learned this from wikipedia:

The reason that there are now over a dozen different styles of plugs and wall outlets is that many countries preferred to develop plug designs of their own, instead of adopting a common standard. (possibly for different voltage and patent reasons) In many countries, there is no single standard, with multiple plug designs in use, creating extra complexity and potential safety problems for users. Also, some buildings have wiring that has been in use for almost a century and which pre-dates all modern standards.

In olden days people did't even dream about travelling by cars, so i think each country people thought the world is only what they can see at that time.
so people started building their own design of plugs for their convience and now its like the prestige and proud of the country and to avoid plagarism, thats what i can think off.

There is no control, so every company come out with their own standard, may be some days it will be controlled..
