One of two things has happened. 1) it has be reground and 2) it was left exposed to the air too long.
most of the time it has had MGS. added to it and it appears to be fresh when it isn't

The meat is alright. Check the smell - no weird bad smell should come out of it texture - not greasy not slimmy colour - not greenish Once you know those 3 tests are done, dont worry. The reason why the meat is gray in the centre is because of the lack of oxygen. Leave the meat for 5-10 minutes exposed to the air, and you will see how it recovers a bright red colour.

This indicates the meet is beginning to spoil. I always smell it and if it doesnt smell bad i use it, if it smells bad then throw it away.

they have mixed OLD meat with fresh to make it look better in the meat case!
