If you want to help the most, consider pursuing your education further and consider "multiplying" your effect by teaching others. Teaching Engineering (I currently am employed by a firm and do not teach) was rewarding to me in that the accomplishments of the students were more than I could have done by myself. Of course helping individuals does not directly help the "country" but may be the best start...

look is not about rural area or not,is about what u have in ur mind and how much u wanna help
look my mate 1st of all u have to study the segements of ur area
what they required what filed u think is need to be developed
what the industrial engineer do?
we learn the most important thing as we are industrial engineers is how to think logical
belive me if u set up ur priorities u will find the answer
and u know what to do after know what exactly u will go throw
1st make a quality function deployment ,make the house of quality ,make the nessecaries
then set ur plan
know the budget
then after all do the fesability study
and then go to the major of ur town or the industrial association and tell them what u wanna
but becarful they may take ur stuff and write it by thier names

Can you get to the capitol city and apply for work in engineering? Esp. if you have a degree. With luck you'll have an interview and you can make suggestions after you're hired. Good luck to you.
