You can't. The government would simply use some terrorist threat as a reason. If you don't want your conversations taped, send your messages snail mail. It's about the only way it will get there without being read or heard by someone other than the person it was intended for. And, the police don't normally tap people's phone for no reason. Are you SURE they're tapping the phone or is it just a thought?

In the UK the Police can't "illegally" tap your phone. They have to fill out all sorts of paperwork and have warrants etc to tap a phone and it is not granted unless they have strong evidence that you are doing something illegal. If you aren't then they will stop tapping soon. If you are doing something illegal then they will catch you and then they will stop.
BTW: the police normally only tap phones and look at text messages (which they can get from the phone company) for pretty serious crimes - terrorism, drug dealing, paedophilia and the like.

In the U.S.A. it used to be very easy, just never commit a federal crime.
Now however, they can tap your phone for simply receiving a call from someone suspicious. This includes anyone with a criminal record or who is from any country our government considers a threat (like North Korea or Iran right now).

There must be reason, otherwise, they will not spend goverment resources for non-sense. If not. Gather all vital evidences to support your claim and file the corresponding petition/complaint in court. The court will determine the reasons and why. If the court finds you are innocent, they will issue a restrainig order for the police to refrain from tapping on your phone.

You are either paranoid or you are a threat to the state. I doubt you are either.
For the police to tap a phone they must have permission from the Home Office. Do you warrant that sort of investigation, you tell me.

How do you know that the Police are tapping your phone. Unless you have done something that you are not supposed to do, you should have nothing to worry about. But maybe you know the whereabouts of bin-laden

~Make your deal in peace, Rach. I have ordered my officers to lay off your phone for 3 weeks, 5 days 14 hours and 16 minutes. Watch the clock. We'll be back.

Can you say "schizophrenia"? But really, close both your land-based phone and your cell phone accounts. Are you a drug dealer or just a user? If they're tapping both of those lines, what makes you think they're not reading your emails, too?
