most of the call whether local, international or on the cellular network usually get charged once the call has been answered ... either by the individual himself or by the answering machine or any other answering service ... certain calls are free even after they get answered like a collect call, call to a help line , certain toll free 0800 numbers , 911 etc.
so, calls get charged only after they get answered !!

As everyone has said, you get charged when the other party picks up. However, sometimes you think it's still ringing, but the call has been answered and is forwarding to another number or voicemail. If you hear a delay or a slight change in the ringtone, it can mean that the phone has been answered, and you are being charged while you think it's still ringing.

When the person answers.I would suggest buying an AT&T prepaid long distance card and using that cause it is free and cheap to get.Its available at stores everywhere.

No operator charges you for unanswered call. so you are charged only when the other party receives the call.
