Ask yourself the following questions
1) How much money does he spend on the realtionship (as a ratio of the free money you imagine he has). If he avoids doing things that cost it could an indication that he does value the relationship very much.
2) How much does he reveal about what he is doing when you are not together. If he feels committed to you he will tell you about his day to day activities, if it's casual he won't because he's not viewing you as part of his entire life
3) Does he answer his cell phone in front of you - if he goes out of earshot to take calls or puts the phone on silence then he is hiding things from you and not committed
Don't becessarily give up just because he is not committed, it could just be that his feeling evolve slower than yours, but if you believe that it's only casual, then you do need to treat the relationship casually yourself, i.e. date other men and don't give anything up for him. I hope he falls for you, but if not, your heart will be more bruised than broken

Simply by his actions toward you, not by what he says. Does he put your needs above his own?Does he help you with things , without you having to ask him? If he does these two things, it is a good indicator that he interested in more than just a casual relationship.
