Well. Everyone knows what God thinks is right or wrong but some are just not willing to be told what to do. If we had no rules there would be chaos-mind you-the world in it's current state is pretty chaotic..so I would say the government should use the bible as it's handbook-you couldn't go far wrong there could you!!
They damn well need a handbook!! If everyone across the world agreed to the same simple rules-we would all know where we were and wouldn't go against them-we need clear punishments when those rules are broken-here in the UK it is very hard to punish a guilty criminal-you have to have solid proof-I was randomly assualted there were-10 or more witnesses who were to scared to go to court as the guy in question was notouriously violent, so were too scared an or loyal to come forward and there was huge scrring bruising that was proof-to this day the guy is still walking round getting drunk and being violent-took him to court and he never turned up-in fact he ran away to Thailand for 2 years...the case got dropped-WHY? Not enough evidence, I am not the only one! What about all the murderers and child molesters who get away with this for years!?
-SO THIS SYSTEM DOESN'T WORK!! Question-how can we make it!?

The society at large sets the rules of conduct for the individual person, however as people evolve and the are more advances in technology then rules are amended to fit the current situation. In today's "modern society" they call these rules "Morals" now for the most part these are laid out to the people as examples to follow.
There is always a catch in the mix the individuals who believe that setting these "morals" are in fact deviants themselves in so far as to point out these things to the people, they must first dream up these acts to which they are morally objecting too.
What does this truly mean is "morals are a set of rules to keep these people from doing what they truly want to do which is exactly what they expressed in their suggesting it in the first place." These are the people that society has placed upon a pedestal to use as an example of what a person should be. check your history not your bible to see that some of our most recent "deviants" to social norms have been "men of god". think about it with a truly open mind and you will see the bible is actually history of times past where the rules were different and the rules were still made and recorded by man. and limited by the amount of input they had to the "society at large" at the time See the Crucifixion of Christ for an example as to what was acceptable or not at the time. short answer is you decide whats wrong and right but, society will always judge you.

This is an excellent question. This means that only people are responsible for instituting a moral system or code to live by. Now not everyone will agree with what is right and wrong - this is the problem. Right and wrong may be different according to the society and culture of the people. Perhaps each country would define the rules through voting. This assumes that democracy is the right way to make decisions (not everyone will agree with that either).
Although, maybe there are a few universal rules which maybe everyone would agree on such as the 10 commandments. I know you want to leave G-d out of the picture. I refer to the 10 commandments as a guideline and not because I want to bring G-d into your question. I mean the commandments that deal with our behavior towards people (thou shall not murder, steal, etc. and not to commandments dealing with G-d).

Someone has to set the rules of what is right and what is wrong. A government is put in place to protect the inhabitants of a country and so they have the right to decide these rules. We won't get into how well (or not as the case may be!) a few governments protect and govern us.
For the continuation of a society it needs to work together. The only way it can work together is by having rules to follow.

The government makes the rules, because we need to have rules so there isn't complete anarchy. I think the rules in our country are fair, or as fair as they can be with this diverse population.
As far as who sets the rules, I believe other than the rules that the government sets for us so that murderers get punished and rape victims get justice, we set our own rules, aside from general rules, like don't kill, don't steal, don't rape people, ect. Those I know were some of the ten commandments, but no offense but they are also just common sense. People that aren't Christains also know what is right and wrong, not because God said it, but because they feel it deep within themselves. It doesn't mean all of the 10 commandments are right (like thou shall have no Gods before me for people that don't believe in God), however people that don't believe in God, just sort of know deep inside what is right and what is wrong on a general basis. So we set our own rules.

So think if there was no god mate... how do you work out whats right and wrong? simple.

In things like road rules it does not matter if we drive on the right or left as long as someone sets a rule, so you elect someone to.

Its simple and why secular folk are superior...
Look at what happens when you let god and god folk make the rules...
Nothing but relgious wars, killings, murders and misery... Look at the holy lands and places like northern ireland and the islamic countries where girls are murdered for kissing.
You don't see that where non relgious are in control like holland making progressive rules do you?

Man - just used the idea of a God/Gods setting the rules to re-inforce them. The Greeks/Egyptians were pre Christian and as far as I know they thought that murder, theft etc were wrong. I suppose most of the rules come from common sense. Pre-historic people, who probably worshipped things like water/sun/earth had sets of rules as well, and (from archeological evidence) ostrascised "criminals". WE say what is right and wrong - I am an athiest, but still believe the teachings of the new testament make sense (apart from the worshipping God obviously). You will find may comparisions between Aesops fables and the the teachings of the bible - common sense really.

If there was no God that right and wrong would be subjected to everyones interpretation. For instance: Most people eat meat, they believe it is the right and that it IS RIGHT. Then you get vegetarians that believe that eating meat IS WRONG.
As you can see everyone has an opinion whether its right and whats wrong.
However there are bigger issues at hand like: war, killing, marriage, etc. These bigger issues needs guidance and needs a system that can indicate whether there is a violation or not.
Thats why there IS a God (we call him God, etc.). Since he has a high morality, he is able to divine between right and wrong and he shares that with us so that we can function as a society. However people have come to interpret what he gave us in different views. Thats why we are not as an advanced society as we can be. :-)

^^^ Exactly , Man made God to control the people. The fear of Hell was a great control before people were allowed to think.
To answer your question, rules are set as to what common opinion states, democracy , or what you are told what is right , fascism. Your argument about gays & children out of wedlock is simply due to peoples common opinion. People accept these things becuase society has changed, plain and simple. 60 years ago it was OK in Germany to kill Jews, this was never right but society accepted it.
Right & wrong are never black & white there is so much grey, stop trying to make life simple and explainable by creating a false God.

The government/Communities. As long as people have different characters and personalities, there is bound 2 b conflicts. And as long as there is love, people will try 2 make rules 2 bring peace in there communities. Think about converting some1s good. What about taking some1s wife? So man would definately had strived 4 a peaceful co-exsistence.
