Sometimes guys give advise to their friends due to their experiences, and sometimes those experiences they went through are negative ones.
My answer is simple:
There's is no rule. Sometimes if you say it when you've been with her for 1 week, it goes back at you but sometimes, the woman loves you too. Or she thinks you're way to over man.
If you leave it for 2 years to say it, then in those 2 years she might be thinking, how come he never says it, but if you do say it, she might be thinking, "he really does love me and reply, "I love you.
So what do you do?
You be yourself and say it anyway cause it what you feel. Play no games dude. It's best to be yourself, and if she don't say it back, well, then ask yourself this, "does she have to" because you are saying what you feel, not saying it to get her to say the same thing.
Some people say it to get the same feed back. That's wrong. Say it because you mean it. And if you feel that way NOW, then say it. What is there to lose. Hey, she might get scared but so what.
You're being you. And that's better than playing it like some idoits do. Trying to be cool and cool, in the real world doesn't cut it. Living what you say...does.
Say it, but mean it, and know what it means, understand the responsibility that comes with it because it gives a strong message to her, and live the words. That's what men do, and what seperates men from little boys who haven't grown up yet to live the words they speak.

Hints can be missed by everyone except the person trying to send them, especially if you wanna be subtle or think you're being blatant and really you are being subtle. Just tell her, or else she'll never know. Maybe you could plan to tell her on a special date coming up, maybe your anniversary or something...then from about the month beforehand start giving maybe less and less subtle extra romantic gestures..then this will all lead up to your big reveal! :) gd luck!

It really depends on the kind of girl she is. I seriously wouldn't be listening to your friend. I know it feels good to get advice on something like this, but I would go with how your relationship with her is going. Most girls, from what I've seen, love guys to be honest about their feelings. If you feel that it would wreck the relationship because maybe she's not ready for those kinds of feelings yet, then just wait. You have plenty of time if you both want to be in this relationship.
