If she wants a piercing or something, get it for her.
As far as more productive gifts, an MP3 Player is awsome.
A box Set of her favorite show on DVD.
A hefty amount of money on a gift card to her fave store.
A loft bed.

Get her this new Caltier necklace. It is a simple delicate necklace. It has a little tube at the end. The outside is decorated. And you can open the tube and place a paper inside perhaps saying "I love you" or "You will forever be my daughter". I was planning on getting one. :)

My mom got me a diamond necklace for my 18th and 21st birthdays. Nothing special but I love necklaces and those dates were milestones in my life.

Ask her! Get some hints from her and then choose one from those hints. Someone who is 18 would rather get what she wants instead of what mom wants for her.
