I want to save file as a jpeg format.

If you have "PowerDVD" dvd player you can do it easyly.install that player & play the dvd or the CD which you want to take photos.And press "capture" button of the player when you want to take a photo while playing the disc.photos will be saved in a presetted folder.

press printscreen on the keyboard and paste this into eg paint and save as jpeg there u go

yeah, you click printscreen on your keyboard or there is usually a built-in feature in your player to capture the video as an image. try to find it in the manual/help file.
