It would depend on how well you know the person..
If you are approaching someone for the first time, not knowing her.. strike up a conversation. Ask her about her interests and show genuine curiosity.. if things progress well, I would just come out and ask her if she would find it acceptable for you to call her sometime.
Someone who you are familiar with may be easier.. you could find a reason to ask.. since you probably know her interests and hobbies.

Just simply tell them that you would like to give them a call sometime and would if you had their number. Just asking lets them know that you are interested and if they give you any excuse at all, no matter how lame, accept it as reasonable, and move on!

leave a note in her locker or ask one of her friends. ask a guy friend to ask her, write a note and get a friend to give it to her, ask a friend to write a note for you and give it to her or get them to... or just say something like 'hey jennifer (or wateva her name is) i think your really nice and can i call you some time? cool, wats your number OR why not?
