Two is definitely correct. You have to go two weeks without watching TV.
One is hard to understand; usually "in the next two weeks" means at one or a few particular times in the next two weeks ("I have to go shopping in the next two weeks") or that two weeks from now is the deadline for something ("I have to finish this report in the next two weeks"). So One tends to imply that on at least one occasion in the next two weeks you'd be unable to watch TV.

The second sentace is the correct one grammatically, I think. Though they both works, the first one sounds... wrong.
