It's one of two things. For Cops they walk through a fake alley or building and cardboard or other material cut-outs pop up with a criminal or innocent. It test their accuracy and ability to discern targets.
Carnivals and fairs pick up on this and they have little booths where you used to shoot metal ducks and other things that spin around on conveyor belts. These use to use pellet guns I believe.
