Walk in the park/beach. sex is free, well, condoms cost a little, but not so much. Snuggle by the TV and watch something, maybe some DVDs. Cook a meal together and eat it together. clean the house/apartment, maybe it's not romantic, but at least you are being constructive. Go for a drive, oh, wait, gas is too much. Go window shopping together. Walking around in the mall can be nice, unless you want to have kids, then that can be very discouraging.

Play board games.. even silly ones -- it passes time and can be pretty fun.
Go for walks wherever you can find a peaceful place.. take something to much on, and sit on a bench or blanket.. it can be a sweet experience.
If there are any free concert series available in your area, they can be quite fun.. our city has free concerts in the park during the summer.
Visit old places that are meaningful for you.. whether it is a certain area to drive through, a park that you used to visit often, or even a place you used to live... just being able to see places that used to be quite important to you can bring up alot of great conversation and memories.
Go to the library.. check out books of interest, or browse through magazines.. it's surprising how many fun things are there!
Visit relatives or friends.. and have a movie night.

Go to the drive-in, take a walk, sit and talk, rent a movie, play a card game, cuddle, make out, have sex, window shop, sit and brainstorm together things you can do with little or no money, answer these questions.

Bowling.. it's not too much to rent shoes and the lane. Other than that... frisbee (if you have one), cards, hiking, scavanger hunts, and/or the drive in.
