firstly being madly in love helps... a lot
setting... e.g. ball room dancing
while dancing, especially the waltz, or a mazurka(even better, but more obscure) kiss

ok, well dont pucker to hard. just relax the lips, and push them out SLIGHTY. god, i have kissed some girls who shoved their lips out as far as they could...it was just sad. then, after about 3 seconds of kissing, just move your head around a little, and suck on his/her lower lip.
