I say Norton.

Why?
1) Norton has much more experience in the security software field than does Microsoft.
2) Microsoft's OneCare will most likely be unstable (-cough-what Microsoft product isn't-cough-) and since it's new territory for Microsoft, they may not have the experience they need to build a great security suite.

The bottom line: whomever you wish to choose, may it be Microsoft or Norton, having a security application installed on your Windows machine is better than having nuttin' at all.
