hes little!! and prob scared! have a friend bring over their dog if you know its not aggressive, and just let them do their thing for a while. it may take time
if it doesnt work, dont worry, you are his friend, and im sure he sees you as part of his pack. if he is happy with that, then all you can do is be as good a friend to him as you can

When our dog ran away we contacted the local animal control to see if they had picked her up and sure enough they had. We were able to get her back right away. At least it's a place to start, and they will also keep an eye out for the dog most times.

This makes me wonder how big the other dogs are that he is running away from. Also, are you his original owner? If not something could have happened while he was in the care of his previous owner to make him leery of other dogs. Then again, he may never be able to accept other dogs. I would need a little more information to offer a more helpful suggestion.

Unfortunately, some dogs just do not like other dogs. It's easy to train them to like other dogs from when they are puppies, but it's nearly impossible to retrain a dog to like dogs that doesn't.
However, running away sounds like he is scared. Try bringing him around dogs around his size or smaller. Calmer small dogs would be the best bet to get him used to other dogs. Be patient and when you approach other dogs. If either dog starts growling, pull your dog away:).

if you have a sense of fear your dog may sence it to and reacts.

i would just accept that he doesnt want to socialize with dogs and leave it at that. you shouldnt force him to accept dogs. that can be traumatic to him.
