If you go to komando.com you will find links to free editing programs that work very well. She is great at finding quality shareware and freeware. You may also consider buying photoshop elements. I have seen it on ebay for as low as $30.00. It has the main benefits of photoshop with out the high end stuff that is mostly for graphic designers. I think the most recent version is photoshop elements 4. I am sure it would do all you will ever want or need to do. You would have support benefits by using it and its hints and help tabs do a good job of walking you through how to do things. You could get it at Walmart for $79.87.

there are lots of cheap and some free photo editors that have all kinds of "picture cool" features
some are shareware that you can try for free and then buy
some are even freeware that you can download for free
you can do a search engine search with words like "photo editor software download free" and find quite a few offerings, some are pretty good
here's the first thing that came up with my search
graphicssoft.about.com/cs/imageediting/tp/freephotoedw.htm
the "Paint" program that comes with most windows operating systems can do a few sort of "cool" things to a picture but even the simplest of the editors will probably suit you better

Try Picasa, which is 100% free, easy to use.
A free software download from Google.
Picasa is software that helps you instantly find, edit and share all the pictures on your PC. Every time you open Picasa, it automatically locates all your pictures (even ones you forgot you had) and sorts them into visual albums organised by date with folder names you will recognise. You can drag and drop to arrange your albums and make labels to create new groups. Picasa makes sure your pictures are always organised.
Picasa also makes advanced editing simple by putting one-click fixes and powerful effects at your fingertips. And Picasa makes it a snap to share your pictures – you can email, print photos home, make gift CDs, and even post pictures on your own blog.
