They're typically called ground handlers or ramp handlers, and they do it in the ramp/parking area, not on the runway. Some airports also have a "follow me truck" to direct planes to parking areas, especially if the airport has some unusual activity that changes the normal parking locations, or is very large and complex.

Air traffic controllers do not direct planes on the ground, they control planes in the air, and those taking off or landing. Ground controllers direct the movement of planes from the tarmac to the runways & back, but they do it by radio. The ground handlers actually direct the planes into & out of their parking slots and gates.

Ramp agents, or ground crew. The parking area for the planes is called the ramp. (As opposed to a taxiway-route to/from the runway), and of course the runway. Ramp agents do things like marshall the planes (direct them with the wands) fuel planes, load and unload baggage, stuff like that.

In the Air Force, the "action" you describe is known as marshaling, or at least it was in the 1960's. Virtually everyone working on our parking mat was qualified to park an airplane. There was no one dedicated to just marshaling.

The marshallers with orange sticks are called "Ramp Agents" and are just one job description in the ground crew. Nick names are also "Rampers" or "Rampies".

Ground crew, they do most stuff to the airplane while it is on the ground, hence the name, ground crew.

Wing walkers, ground crew, linemen....the list goes on and on. They do other tasks too.
