The traditional toasts at a wedding reception are father of the groom, father of the bride, the groom, the best man and the maid of honour. I have planned weddings where the bridesmaids get together and do a toast and I have also planned weddings where there is a floating mike so if you want to make a toast you can.
I'm assuming your a bridesmaid so what I suggest is asking the bride if she's planning to allow extra toasts outside of the traditional ones I listed above. Some brides are approached by other members of the family while planning the day and ask that there not be extra toasts due to health concerns of some of the guests. For example, my aunt & uncle were at a wedding where every member of the bridal party did a toast and then there was a floating microphone for the guests as well. My uncle is diabetic and they felt uncomfortable getting up and leaving during all of these toasts which lasted for 2 1/2 hours after the dinner was done. In the end, they left and when the bride & groom asked later, they had to explain why. If there's anyone like this attending the wedding, which you may not know, but the bride would, she may have already been asked to keep the toasts to a minimum. Check with her and find out what is happening or what the couple would like anyway - maybe they don't want tons of speeches.

Usually the Maid of Honor and Best Man will make a toast. If you are just a bridesmaid or groomsmen then you don't have to worry about making a toast unless the bride and groom request that you do.

usually only the maid of honor, best man, and parents make toasts, but just incase i would thinkg about it a little or make up a little something, you probably wont have to make a toast but either way, you have it just incase, or you can seem better than the other bridesmaids by doing it anyway!

I think it is a nice touch for the bridesmaids to make a toast. I f you are uncomfortable speaking in public, you could consult the other bridesmaids, and one person could talk on behalf of you all.

i think if you are the only one who does not make one then you should but it is my understanding that usually out of the wedding party only the best man and maid of honor traditionally make toasts.
