Do you mean you want to get married or perform the ceremony Joey style for other people?
If you want to get married just apply for a marriage license. To become a presider it depends on your state so you will probably still have to go to the court house to find out what the rules are for where you live but there are online sites that will send you a certificate in the mail or you can become a notary or some places let you become a presider for 1 day.

Make sure that on the license, it says "Marriage" instead of "Merriage".
