Dictionary.com has a simple translater. You can go from English to Simplified Chinese or vice versa.
If you're viewing a webpage, right click your mouse in the page. One of the options is "Translate this page into English"
Try your local online library with your library card. I can get into a bunch of online items among them a translater.

Just add the Yahoo "Translate Page" to your Yahoo tool bar. Then, when you click on it to translate a page, you may have to down-load the character set to your fonts. I use it all the time for several languages, but have not down-loaded the Chinese or Japanese fonts yet.
Mine has a gold fish icon in front of the text, which may be a Yahoo default. You know, like the envelope for mail or the green balloon with the white star in it for the answer button. In fact, I have them in that order, mail,answer,translate bookmarks,maps,groups,etc.etc.

To translate a website or a document, you can always use www.freetranslations.com
It doesnt require a download, just copy/paste the text/URL into its box and press Translate from Chinese to English and it will provide you with a fairly accurate translation.
