i am in the us army- no tolerance for drugs at all they would not be eligible and then they would be imprisoned

Armies all over the world throughout the last 100 years have had a similar problem, and eventually overcame them.
When the British introduced the draft during WW1 they found a high proportion of young men were bady undernourished (particularly from the cities)and physically unfit. This led to a much greater understanding of the importance of diet.
During WW2 the US discovered that many were illiterate (you were allowed into the military if you couldn't read, but you were not allowed to leave unless you could - the USAAF became the biggest Educational Establishment of All time - brilliant!)
The military may have to address the problem, but they will and society will be better for it.

half my school does drugs and i would say a pretty good portion of today's overall society is doing drugs not just the youth. ( they would get kicked out they have a no tolerance for that kind of thing

They would go cold turkey in boot camp. Those that couldn't make it would be used as mine detectors.
