Having a slow metabolism could be due to a number of reasons: chemical imbalance in the brain, electrolyte imbalance, chronic stress, not enough sleep, a poor diet, etc. It could be one or all of those things or something entirely different. Before going to the doctor, make sure you're getting at least 7 or 8 hours of sleep every night (or, if you get 6 hours, that you take a nap during the day), decreasing your stress level, and eating plenty of fruits, vegetables, low-fat dairy products, and whole grains for electrolyte balancing.
But it doesn't matter how well you sleep if you're not eating the right foods or enough food. What really helped to boost my energy and metabolism was eating at least 6 small meals per day. For example, I eat a light breakfast, then a mid-morning snack, then lunch, then a mid-afternoon snack, dinner, and then a small snack before I go to bed (usually graham crackers, yum). Remember that a deficiency in any of the essential vitamins and minerals will compromise your energy stores and your health. Be sure to eat lots of fruits, vegetables, low-fat dairy products, lean meat, and whole grains, and never skimp on the carbs. Carbs are your main energy source; you need more of those than anything else in your diet.
Any type of cardio for 30 minutes at least 4 times a week is awesome. Swimming, biking, running, jumping rope, competitive tennis (singles) as well as running sports like basketball and soccer are all considered cardio. Keep active, even when you're working out 4 times a week. Cultivating a garden burns a lot of calories, as does other yard work like raking leaves, mowing the grass, and trimming bushes. To stay motivated, enlist the help of a friend; go running together, or bike together. I never wanted to exercise unless I had a friend with me.
Hope this helps!
PS - 90 pounds for a 5' teenaged girl is NOT overweight. Please don't get trapped into the "weight frenzy" that most young girls do. You'll be so much happier for it. 13 is way too young to be worried about weight. Save it for when you're 45 and really do need to watch your caloric intake.

Well, for one. You aren't over weight.
If you want to slim up your waist or something, sit-ups and jogging will help.
To simply raise Metabolism.
1. Eat breakfast (period!) prefer 7 am ish or before.
2. Eat snack (9am - 10am)
3. Eat lunch. (11am - 1pm)
4. Eat a fruit (3pm - 4pm)
5. Eat dinner (6pm - 7pm)
Any form of exercises will help raise your metabolism, but best will be aerobic and gaining some muscles. Also, vitamin B's helps raise metabolism temporarily.

if you want to raise metabolism--
do cardio 5 times a week
and eat 6 small meals spaced out evenly throughout the day...
for example--breakfast at 7, snack (healthy snack like fruits) at 10, lunch at noon, another healthy snack at 4, and dinner at 6, and a last healthy snack at 8
this causes your body to speed up metabolism and burn weight
doin cardio boosts this even more...good luck!

See site below under "exercise" on how to raise your metabolism way up. Plus you may want to click on the page "advice for teenage girls." It takes only 3 minutes to read.

the best thing that you can do to increase your metabolism is to exercise. strength training (anaerobics) will do more than running (aerobics), because muscles mass burns calories, but both are important.

You are not overweight.
Just eat right and stay in shape. Don't fall into that trap of thinking you are overweight.
