I can't help you with your problem but my grandson had the same problem with diapers causing a rash with the same brands you have mentioned.

TRY WALMART OR TARGET
Luvs Splashwear Disposable Swimpants: A good Alternative to Huggies Little Swimmers
Pros: Cheaper than Huggies, Comfy fit, lower rise, elastic gathers
Cons: Colors
It is an absolute necessity for health reasons that children who are not potty trained wear some sort of diaper made for swimming in the pool. Regular disposable diapers are not an option as they will expand and hold several gallons of water

He may be allergic to the dye in them because the little swimmers have colors on them and when they get wet they can cause a rash. Have you tried a diaper with a plastic guard over it. Something like you use over cloth diapers. It depends on where he is going swimming too. If we are in our backyard in the baby pool I let my son go buff. Just use sunblock!

i want to say that i have heard of them, check out their website, it should be able to tell you. Did you know that pampers and luvs are made by the same company? did you also know that if you have a complaint or a suggestion, and you let Luvs know through their website, they will send you a coupon for a free pack of luvs diapers.

I don't know about luvs swim diapers, but they do make washable cloth swim diapers. I know Target sells them and they work just as well as the other swim diapers. That's what we use. I hope that helps.

You can actually get those rubber over-pants to go over a regular diaper. Then you can use luvs and he can still get into the pool.

I haven't seen the Luvs ones.. but I know there are swimmies out there for babies that are just like bathing suits. I got one for my daughter. They look just like the suit bottoms and they are thicker. Maybe you can try those.. I know they worked with my daughter who has sensitive skin also. I would try stores specifically for young children. I know they are popular in Australia.. I got mine there at Best and Less.. Try Babies R Us and places like that.
