It is the diet.
I have a Boston Terrier, a dog breed notorious for having swamp butt. The problem is that he has a sensitive stomach. It took a considerable amount of trial and error to find a food that worked in controlling. We finally settled on Pro-Plan sensitive food. That may or may not work for your dog, try a few different foods for different lengths of times until you find something that works for your dog.
For both the gas and the overall health of your dog stay away from table scraps. Nothing good can come of it.

He probably have smelly farts because of the rotten food you feed him. Feed him some good dog food, and give him plenty of fresh water, plus deworm him.

Everyone has smelly farts. Think about where those farts are coming from.

What in the wide, wide world of sports did you expect? Cocker Spaniels don't fart roses you know! Dogs spend half the day licking their reproductive organs and you were thinking maybe it would smell like Summer's Eve or Old Spice? Dogs eat crap, literally, and that's on top of whatever we feed them that smells oh so lovely. Gee, stop feeding your dogs Taco Bell and you can stop calling out a Hazmat crew everytime they rip one in your face! Incidentally, your farts aren't exaclty Pinesol, if you get my drift.

Eat some of his dog food and see how your farts smell.

If you feed him people-food, stop. If you don't, change dog food until you find something that doesn't make him smelly. Purina dog chow works fine for my dog.
