Guaranteed overnight delivery (not sure if the US postal service offers this) and pack it in dry ice

Freeze it solid, and seal the container with plastic wrapping or cryovac. Pack it with dry ice in styrofoam; it has to go priority or overnight, not regular mail, and you should indicate that it can be left without a signature. Don't ship past Thursday (Wednesday is even better to be safe) or it may sit in the post office over the weekend.

I don't think that you can at all. You would have t have it shipped in like a special truck or plane
