Your dog should be seen by the vet. Benadryl is just an over-the-counter medicine, but your vet can prescribe a prescription medication that could work much better. Home remedies (like the ones you'll get from people on here) never work and usually cause more harm than good. I don't know why you don't want to use any medications, but if your vet prescribes something, you really should listen to him/her.

I had a customer at work come in today saying her dog constantly licked her paws...the vet determined something in the food was causing allergies. I've never heard of this before but she was switching to a different food. Her vet did not recommend meds - just trying some different things to find *what* she was allergic to. We never stop learning!

Go and get some Nizorol Shampoo from the pharmacy. Mix 1 part Nizorol to 3 parts water. Soak her feet in it for 5 mins. Repeat 3 times a week for one week. After the irritation has subsided, repeat once a week until irritation is gone.
My female has allergies to ragweed in the grass and licks at her paws too. This really helps, I have used it many times on my clients to treat allergies.

Excesive paw licking is a sign of pet allergies. It can make them and you miserable. One of the most commonly prescribed medications is called Hydroxazine, and it is a fairly inexpensive drug. See the vet.

i think this is caused by a fungus they pick up outside. try foot spray for people and a collar so she wont lick it. takes a long time to kill a fungus. ask your vet about that? gl.
