The one liter is sold as a convenience food. It fits in a store refrigerator rack and is usually sold cold, ready to take and drink. People are willing to pay more for the convenience of ready-to-eat items, which is why stores get away with selling them at higher prices. If you buy volume packs of one liter bottles, sold warm, the price is a lot less. Two liter bottles are sold warm for you to take home and chill. They are also often used as loss leaders by grocery stores, which makes the price artificially low.

Pricing power. The holy grail of marketing is to get people to pay the most that they are willing to pay. By marketing multiple, slightly different packages, the bottlers try to optimize their profit. A person on the go will pay more for the convenience of having an easy to carry 1L bottle while a value conscious consumer will purchase the 2L. In the case of soft drinks, the actual cost of production is not a factor in the pricing decision (note that store brand cola sell at a much lower price).

In a word, convenience. Americans, in my opinion, are almost as big on convenience as they are in value. We can super size for an extra 50 cents and most folks do; what a wasted value if you don't. So, our 2 liters are at a rock bottom price, but our 1 liters are where the maufacturers get us. Who wants to walk through the park chugging from a 2 liter?

simply put a 2 litre engine is made up of cylinders, usually 4. These are like 4 coca cola bottles in size each 500ml, but they dont fill up each time with just petrol, it is a mix of a lot of air with a tiny amount of atomised petrol mixed with it, as to go bang fuel needs oxygen. I dont know how old you are but when i was a kid i thought exactly the same, that the car used 2 litres of fuel each time the engine went round, but if you think about it the 60 litres in the tank would not last long if the engine was spinning at 3000 revs per min and using 2 litres per revolution, ok

Because the cost to make, process, label, fill, cap, ship, advertise and stock the 1 liter is the same as the 2 liter. So they are penalizing you for not buying the 2 liter, which is more cost-effective to produce. You pay the upcharge.
