I'm Muslim and I am not taking the question as an offense. I'll answer as best as I can. When read the Qur'an one needs to look at the historical context too, the story behind it. And really study it. So if you look at the verse you chose, one needs ask, why the verse came and here's what happened:
To be brief the Muslims signed a peace treaty with the Polythiests of mecca, the Polythiest broke the treaty and murdered muslims. It was at that point the muslims were given the permission to wage war on the polythiest after they grossly violated the peace accord. So many times, Muslims especially Muhammad (peace be upon him) avoided the war but the disbelievers or what we say as Polythiest, really wanted to do damage. They stopped food, they stopped the people in Mecca to do business with Muslims, so kids were starving, families were hurting and Muhamamd (peace be upon him) still fight.
Then Muhammad decided to go into Mecca with his followers, but when the Polythiest heard this, they had to move fast and so, went to Muhammad, to sign a treaty. That they can come to do pilgrimage but not this year, next year for 3 months, and this can happen for ten years without any blood shedd or trouble from their side.
So the treaty was signed but then, the Polythiest did a dirty trick. They started killing the followers who came with no weopons, nothing because they came to do pilgrimage. So one of the companions, the followers of Islam ran to Muhammad and told him what happened. Muhammad was saddened. He wanted peace, he wanted to just spread the message without war. Then the revelation came but remember this is only part of the revelation, the surah you mentioned:
sura 9:5: "Fight and slay the Pagans wherever ye find them, and seize them, beleaguer them, and lie in wait for them in every stratagem (of war)....." and sura 5:33: "For those who do not submit to Allah their punishment is . . . execution or crucifixion, or the cutting off of hands and feet, from the opposite sides, or exile from the land".
And then...
6. "If any of the mushrikun ask you for protection,
give them protection
until they have heard the words of Allah.
Then convey them to a place where they are safe.
That is because they are a people who do not know."
Do you now see the mercy in this. contains the obligation of granting protection to an idolater when he asks for it in order to listen to the Qur'an and talk to the people of Islam so that doubt will be removed from him. If he does not become Muslim, then he must be conveyed to a place where he is safe. So even if the person didn't become Muslim....still protect the person.

secondly , with reguard to the question, mashaAllah, i see that a person already gave a pretty detailed explanation of the jizya.
however i'd like to add that because we are in a state where we dont have a khalifa, the ruling of juzya is not being Applied.
however, during the time of the Prophet and the Khulofaa' after him, people were given the choice either to accept Islam, or to pay the Jizya in order to live amonst the Muslims with protection from them.
Wallahu ta'ala alem.
When the Prophet Jesus (Peace be upon him comes back) He will abolish the Jizya, because no other religion but Islam will be accepted.

Zakat is between the 5 pillars of Islam. that is given through Muslims each and each year via the indisputable fact that is a duty and that is in undemanding words to be dispensed to Muslims.(as far as i'm worried). even if, Muslims promises universal donation and charities which Muslims promises to absolutely everyone. Ask the corporation to do fund elevating and depart the Zakat money on my own.

Ofcourse they do, it is another matter that they cannot enforce it, not in democratic countries anyway. Islam is a demon extortionist cult and should be abolished in all right minded states. The muslim apologists living in democratic countries will tell you all kinds of crap to hide facts but if you are a muslim you are expected to follow everything written in the quran. The problem is not some islamic terrorists, it's islam itself!

I understand that modern taxes replaces the old Jeziah. However, I am not pretty sure because Muslims still pay their Zakat in addition to the modern taxes.
