Hello dear
Download a software like system mechanic 6 or tune up utility 2006
They have uninstaller menu to help you .
It may be your program active when you want to uninstall it so you should inactive it on task bar by right click on its icon or press Ctrl+Alt+Delete then in task manager go to process tab find your program label it then press End process to inactive it then try to uninstall it again

First off, do you suspect that this file is a virus, or a trojan?? If so you might need a trojan/virus remover. If it is just a pesky file, try an overwriter such as Incinerator. This overwrites it several times so that it can't be duplicated, and then discards for you. If this doesn't work, try a program that will delete unwanted files. I know system mechanic 6 has this in their programming. Hope this helps!

Try installing stuffit deluxe from aladdin systems, it contains a tool called secure delete in which you just drag a buggy file and it deleted it forever.
The software is shareware but you can still use the trial version.

reboot in safe mode by pressing F8 at after the BIOS splash screen about once per second, choose safe mode at the menu list. Then you should be able to remove the file.

Search ~ on the internet, pick a link and follow the instuctions. If it's the ~, it's a file in your system, just in the wrong place. Instuctions will tell u where to move it to

what type of file is it? (download avast then run it on your pc.....) or you know how to manipulate your regedit(Registry Edit).
