And at what point does the speed change? Is it only after you pass it or at any point before it?

The CHP can issue a ticket on any public roadway in Calif.
The speed changes at the sign, there is a short grace period
after the sign in order for you to comply.

If it is a roadway in the state of CA, then the CHP can enforce traffic laws on that roadway. It does not matter if it is a highway or your neighborhood main street. The roadway's speed limit begins at the sign. Say you are going along and pass a sign for 35MPH and go a bit and see another sign for 30MPH, until you get to that second sign it is 35MPH barring any other traffic control issues such as construction or school zones.

CHP is obvoiously a california law enforcement agency that is authorized to issue and enforce laws on roadways where vehicle and penal codes can be enforced. It does not necesarly have to be on public roadways for example some shopping centers and residential areas allow police departments to enforce those laws.

A CHP officer is assigned an area to patrol and can enforce laws any where in that area of jurisdiction that he/she is patrolling.
