Your bird likes being with you,but don't fool yourself.It is better to have the bird's wings clipped ,or better yet,learn to clip wings yourself,because you never know when your bird may decide to take off;something may scare it and it will flee.I acquired my last bird because some one did not clip it's wings.It was lost on a very cold,windy,stormy night and people who knew that I kept birds gave her to me for safe-keeping.

First off, outside is not a safe place for a pet bird, especially on top of a car where he may come into contact with a wild bird's feces and contract an illness. I would keep him inside and supervise him really well while he's out of his cage.
Secondly, as the actual answer to your question, lovebirds tend to get very attached to their owners if they do not have another lovebird as a cagemate. I suspect this is the case, since you only mentioned one bird. Since he's so attached to your family members, flying away would only serve to separate him from his "flock."
However, you may want to ask the store where you bought him (if he was a recent purchase, I assume if you are asking this question, he is either a recent purchase or you've had him a while and have never clipped his wings) if his wings are clipped, or you could look for yourself. If you extend his wings and the first 6 or 8 flight feathers (the long feathers which extend torards the bird's tail) are cut, then his wings are clipped, and that is why he can't fly away.

It loves you. And especially the food that you feed it.
However, I would suggest you get it's wings clipped. If it's wings are already clipped, this is also probably why it doesn't try to fly away - because it knows it can't.
Last possibility, it's afraid of flying. I know I am - freaks the heck outta me!
