Sherwin Williams is probably your best bet. They can match whatever you bring in. They are awesome.

Any quality paint or home store, such as HD, Lowes, Ace, Porter paints, etc, have computers now, and color matching isn't a MAYBE issue as much as in the past.
The problem is more than what you want however. In any color matching,,,even the old way, the issue is the formulation from the tint base can change, and even if very slight, your 'Creme of Tomato Soup" color that was matched today, may change in the next pigment batch tint base tomorrow, and become more like fire Engine Red.
Certainly custom colors are trendy and often popular, and I've applied thousands of gallons of all colors, but I prefer to use usual acceptable colors to apply and accent those with the custom in other forms of attracting attention.

Well, that's tricky. Usually what you see on the printed page and what it looks like for real are two different things. Your best bet is to bring the picture/object to a paint store (or Home Depot or Lowe's) and match it to one of those paint sample cards. Then the paint person can mix it for you.

Go to Lowe's, they have a machine that is calibrated everyday, take the object you want in and they will scan the color and make paint to match. I have used a lot of paint, I find Lowe's American Tradition paint to be the best. I have used a lot of strong colors and this has the best coverage. Happy Painting!!!

Were I possessed of unlimited wealth, I'd buy it for whatever it took and then put it in a public museum on permanent loan. I believe that historic masterworks belong to humanity at large. Even if I were wealthy, I would be happy with high-quality reproductions for my private enjoyment. I love the piece, and I've seen two of the four versions in person. Perhaps someday I'll see the other two. As to the ridiculous cost, it's long been clear that the art market is driven by show-offs.

Yes, Home depot has a color match system, just bring a sample of the color with you (they can't match cloth, because it goes in a machine, it's too soft) If you have a sample of the color on paper it definitely can be done.
