I think what you describe is nowhere near the norm, and quite rare. But one motivation for a rogue agent breaking the law to get a confession, or solve a crime, would be for personal gain. Solving crimes is how they get promoted, get ahead. So, in theory, they could get ahead by "solving" crimes, no matter how they "solved" them.
Again, I think this is very rare, and most stories about abuse by law enforcement are bogus stories by three-time losers.

Just because the detainees named names doesn't mean the law enforcement officers believe them. I had a guy tell the Drug Task Force that I was doing drugs. I was Court Clerk then. Same thing happened to the Judge and Prosecutor. So believe me they know who to trust.

the police force is not immune to corruptness. no place is. churches, teachers, families no matter where you go you will find bad seeds. you can not let your experience with an officer or two bitter you from them all. it would be wrong of me to hate you and your whole family because your brother robbed my house if you n the others had nothing to do with it.

some people enjoy causing others to fear them and getting others to do or say what they want and unfortunately some of these people are in law enforcement ....and then again some are teachers or any other type of job you can think of

They do this so that they then have a modern day case of such a crime , so that they can change laws to suit themselves all to do with this one world order.
