You cannot target fat reduction but lose it generally. First it is not totally your fault that you are overweight since our society's way of eating that is making people fat is a pandemic (epidemic) that is getting worse. Atlantic Monthly magazine says that it has just become the #1 health problem in the world replacing hunger and infectious disease.
So you need to take the time to read everything on the site below under "exercise" and "diet" to re-learn everything over again. Do this and you can become thin. Do this not and you will still have what you have now.
You will learn about fastest ways to lose weight, how to flatten your belly before an event (losing 5 to 20 pounds) and slower ways to lose bodyfat, retained water and a 3rd thing. Pick what is most appropriate for you.

healthy and fast really dont go hand in hand with weight loss. Healthy is 2 lbs max (losing or gaining). Cardio will take care of the inches from the stomach and thighs. Do 30 minutes of cardio a day and in a few weeks you should start to notice changes (go by how your clothes fit).

Fastest way.......not healthy, and doesnt last. Cut Carbs out totally. Did it for 6 weeks and lost 15 pounds 2 dress sizes. Gained it back twice as much.
Best way. Diet and excersize PERIOD Run or walk everyday, eat smaller portions and less fat. Snack throughout the day on Veggies, yogart, string cheeze, etc., so you wont eat such big meals. Lost 80 pounds this way and have kept it off 3 years.

Walking & sit-ups may help. For sit-ups, you need to do them 3 different ways:
(1) The regular way (sit on floor & move straight forward & back)
(2) Do the same while laying your legs to the left (so the left side of you will feel the burn, not the front stomach muscles)
(3) Do the same on the right side!

drink lots of water, and run, jog or walk for at least 30 minutes a day. Plus you should change your lifestyle, nothing comes easy, but it will work if you do more walking, do more activities outdoors than indoors, park further away from the store in parking lots, and use the stairs! It will take time, but it will work!
