The best thing is to warm the victim from the inside out, which must be done in a hospital. If you are in the field, make sure all wet clothing is removed and place hot packs in the groin, in the armpits and under the neck.Don't let the hot packs come in direct contact with the skin. Cover with blankets and warm them as quickly as possible. Do not warm them if there is any risk of re freezing. Do not rub the skin because there may be ice crystals in the blood stream that if dislodged, could act as an embolysm and cause stroke like symptoms.

initial management may require cpr for the person not breathing, or pulselessness
call911
REMEMBER ABC'S AND DO NOT IMMEDIATELY TRY TO AGGRESSIVELY REWARM IF YOU ARE DOING CPR AS YOU WILL INCREASE THE METABOLIC DEMANDS WITHOUT THE NEEDED CIRCULATION
CAREFULLY remove wet clothing to prevent further heat loss, BUT BE VERY CAREFUL WHEN YOU MOVE THE PERSON AS IT MAY TRIGGER CARDIAC ARREST
now you may rewarm in a sleeping bag and possibly with another body
get the person to a hospital for the more advances warming of the core.

whoever the first person was that answered this question is not telling you correctly....DO not put someone in cold water..hence the word HYPO which means Low...you would WARM THEM UP! Body temp down..common sense warm it back up. In severe cases emergency treatment is needed.

get naked (you can leave your under garments on) with someone and cuddle up close so that you can better absorb their body heat
