Doing something, with an alternative goal.
Like, helping your best friend meet a new guy because you want her old guy.
You're making it look like you're wanting her to find a new guy, when actually, all you really care about is scoring her soon to be ex.

It means having a plan in your head that only u know about, but in order to carry out the plan u have to make it seem like something else. Like for instance: Say u like a guy and u know where he works, so u go 2 his job and buy something u probably dont even need. Your hidden agenda was to see him. But everyone else thought u were just shopping.

i think it is where a person or group has another plan in mind than is revealed. for instance...the president wanted to go to war in iraq to cature sudam and all that. but i think the war is about oil, which the gov't doesnt tell us. it's people about what you are truely trying to accomplish.
