There is nothing worse than working up the courage to ask a girl out and then getting shot down. There is no good way to do it, all I can suggest is that you make it quick and painless.
Some classics.
"No."
"Sorry, No."
"Sorry, I have a boyfriend."
"Thanks, but I'm not interested."
"I'm sorry, but I like someone else."
"No. You're not my type."
The one thing these all have in common is that they're quick and unambiguous. This is more important that doing it gently.
No matter what you say, it is going to hurt, so the sooner the embarrassing experience is over, the better for both parties.

Just come right out and tell him that you're not interested. It's best to be honest from the get go and not lead him on.

Just say, ina polite yet frank manner, NO.Cuz some guys won't get the message otherwise."Sorry, I just don't feel the same way about you." is also good.

Think of your answer like you're pulling off a bandaid, trying to be gentle only makes it worse; just tell him, straight up, "No, I'm sorry, I don't want to." Don't whitewash it, don't come up with any excuses, because no matter what you say, it'll come out sounding wrong.

Stop talking to him, and stop calling him. There really is no best way to say no. And some times it's a mistake to say no. So be sure it's really a right decision, before you even consider saying no. Consider his feeilngs, too.

Um that's a hard one, but saying "no thank you" is a very nice and polite. However saying, I am not interested or you are not my type gives more detail then just saying no.

straightforward and honest. Just say "Thank you for asking, but no, I'm not interested."
Anything else is immature and could cause other problems... and this way you only have to do it once, and he'll get the picture and you BOTH can move on.
