Well, I hope you aren't using Yahoo! Answers from the highway. lol. If there is a dengerous object, call Police-Non Emergency from the area you are in. If this number is not available, yes, call 911 if it is a risk to well being, or life. Since you are on the road, you would be using a cell phone, and cell phone towers don't call based upon where the phone is, but will ring a 911 dispatcher from your home. If you are on a road trip, and want to report it, I commend you, but please hold off. I am sure that you are not the only one who will be calling. Leave it to a local.

If it is an immediate danger to the public call 911 and then I would follow up with a call to the DOT. If it is not an immediate threat but more of a nuisance than I would put a call into the Department of Transportation. Good for you for even being concerned!

No, you dont call 911.
911 is the number to dial for the fastest possible emergency response when you need emergency POLICE, FIRE or MEDICAL ASSISTANCE in a life or death situation.
Is the thing on the road an IMMEDIATE life or death situation?
Call the local law enforcement office that has juridiction over the area. If you are unsure, call your state's local Highway Patrol.

You would probably want to call the State police. Or some state's have a highway crew that you will see out and about sometimes, you could get either of their number's from the operator.

Highway patrol if possible, 911 is acceptable because this object could cause a collision with vehicles at high speeds.

usually there is a number that starts with the * symbol you find posted on signs all along the highway, that transfers you to your local nhp office, they are best for handling dangerous highway situations.

all areas have a non-emergency police contact. unless someone is hurt or in immediate danger of being hurt, i wouldn't call 911
