What happens when they don't let them out of their purse in time to go potty?
Are people allowed to take them into any public facility?

I think it's just your opinion that they are an accessory, Sweetie. I own small shih-Tzus and they are the best thing that's ever happened to me. I carry my little Lola around in a purse (made to tote small dogs) at times, and she loves it when I do! The point, you asked, is that when I go to a busy place with a lot of foot traffic, we "accessory" people don't have to leave our pooches at home, they can come too. Also, these bags feature compartments that carry their toys, food, leashes and things. Yes, they can come into any public facility that doesn't serve/sell food; ie: clothing stores and such. And no, Honey, never once has Lola went "potty" in her bag, anyone caring enough to purchase one of these expensive bags is considerate enough of their beloved pooch to allot them plenty of potty breaks. The bags are just simply an option to have a place for your pooch when she's tired of walking or in a more busy area so she won't get harmed. Don't be jealous.

Its a fad that many seem to enjoy doing. they dont let them out of the purse in time them whoop...rather nast little mess *giggle* It depends on if your ritch enough to buy your way in with the dog and then if they cant the dog gets tied outside or left in the car

Haha...good question. I think it's because they're shallow and don't value the fact that dogs don't want to be dressed up in sweaters and carried around all day.

fashion is beyond reason or explanations.
well-trained dogs tend to bark and try to go outside before they soil themselves indoors.

For indoor dogs, they now have litterboxes (like for cats), or special disposable rugs that you can carry with you.
