Humans have already had relationships with anything...
If your question is looking for moral interpretation...
You better do things in life that make you feel comfortable, instead of been looking for approval for something that you know inside is not correct...

Well to be totally honest with you the answer is YES you can have a relationship with your cousin's daughter, although before you make anything public knowledge you really should make sure that you both feel EXTREMELY strongly for each other as there are an extremely large amount of people out there that will not agree with what you are doing or what you are about to do, and you have to realise all the stress and strain you will be putting people through and all the hurt and pain you will be causing as things like this does not only affect you and the other person in the relationship, it affects all of the family members that are involved and even friends can get hurt by this type of thing. So please don't be to hasty and just make sure that you both know exactly what you are both letting yourself and your family and friends in for, OK.
GOOD LUCK on your decisions.

I assume you mean your cousins daughter, if you are English I believe that it is perfectly acceptable to have a relationship with your cousins daughter, as long as you and her are both above the age of consent.

If you mean cousin, yes it is legal as long as you're above age of consent. Marriage between a first and second cousin is legal in most states. (Heck, first cousins can marry in several states, including Ohio.)

For exact laws regarding incest, it differs from state to state.

Cousin? Um, legally yes, but it's kinda gross. They're your 2nd cousin, which is legal, but they're still family and it looks kind of bad. Find someone OUTSIDE the family!

can they legally or can they morally? your question is horribly vague.

morally: that's for you to decide. you obviously have some fragment of doubt as to whether it is acceptable.

legally: who's going to turn you in?
